Abstract: The article reports that the 2008 financial collapse in the U.S. reached sectors of the mortgage market that caused soaring foreclosure rates. It focuses on the housing programs administered by the state housing finance agencies (HFAs) that help families who lack significant resources become first-time homeowners. The author states that the successful work of the HFAs shows how to effectively manage higher-risk mortgage-lending programs which is a lesson for both the public and private sectors.
