From the beginning of the Cuban nuclear program there was established the basis for a gradual building of a national infrastructure to cover all the new responsibilities acquired in the area of nuclear and radiation safety. One of the essential parts of this national infrastructure was the creation of the cuban regulatory authority in charge with the regulation and control of the use of nuclear energy in the country. Other important issues were developed successively; one of them was the establishment of the legal and regulatory framework in this area. The improvement process of cuban legal and regulatory framework led to the establishment of our Hierarchical Nuclear Regulatory System. This paper gives an overview on the present situation of this system, and the main actions carried out for its implementation. [ABSTRACT FROM AUTHOR] |

Desde los inicios del programa nuclear cubano, se establecieron las bases para la creación paulatina de una infraestructura nacional que diera respuesta a todas las responsabilidades que se adquirian en el área de la seguridad radiológica y nuclear. Una de las partes esenciales de esta infraestructura nacional lo constituyó la creación de la autoridad reguladora cubana encargada de la regulación y el control del uso de la energía nuclear en el país, y junto con ella la definición de la necesaria conformación e implantación del marco legal y regulador en esta área. El programa de perfeccionamiento emprendido hace ya varios años para actualizar y completar la base legal cubana estructuró el Sistema Jerárquico de Reglamentación Nuclear, el cual comprende todo el marco legal y regulador del país para el uso de la energía nuclear. El trabajo presenta la situación actual de completamiento de este Sistema, y las acciones fundamentales realizadas para su implementación. [ABSTRACT FROM AUTHOR] |
